Changing line orientation to 45 degrees

Hello all, I'm new to this forum. I have what properly is simple to most, but difficult for me to figure out

I created a new file 3 inches by 60 inches. I then made a scale in evenly spaced vertical lines, each line is on its own layer, think of it as a ruler. I need to rotate the top of the lines to a 45 degree angle while holding the bottom of the lines stationary.

I have tried several ways through searches of the internet, but all rotates the whole image.

I would apprciate an help you may have.

The solution is your free transform tool. (CTRL+ T) When you do this a bounding box should appear and in the center of the box is a circle with a dot in it. That circle is the reference point for transformations. If you move that point to the bottom of your bounding box, you will rotate the image around that new point.
