Color fringeing: What causes it?

I have a bit of a techie question: What causes color fringeing in some photographs?

The tiny borders of blue or red or purple edging, say, the branches of trees, or the sides of a building?

Some photos will show some color fringeing, others will not. Probably the lay-viewer never even perceives these... but as one trains one's eye, they start to show.

What makes a camera "see" or record such colors? Or are the colors really "out there" in nature?
