Moving layers in Photoshop

Hi all. I know I read a tutorial on here years ago on how to do it but I can't find it in the search. I'm trying to learn how to make a moving foreground type layer in Photoshop. If you've ever seen the intro for Deadliest Catch for example, the person looks to be in their own layer and the background moves behind them. Does anyone have any good tips or tutorials on learning how to create these?

Thanks!

I don't think Photoshop would be a very efficient tool for doing motion...you'd have to do it frame. Use a motion graphics program like After Effects.
