This is my first time handling red footage and was expecting to be blown away by an amazing image quality. I know it is shot flat to allow for grading in post but this image seems noisy and lacks any definition. Is this kind of quality considered normal or have I been given poorly shoot footage?

That looks like a redlogfilm gamma setting on a 3k file. The focus might be a bit soft. Do you know the compression settings? Is this a slo motion clip where higher compression would have been used? Can you tell the shutter angle from the metadata?
Does the file look soft when graded?
To me it looks like a redlogfilm file where the focus is a hair out or possibly that is a motion blur frame.
I'd say the focus seems a little soft and probably a little underexposed in camera and then cranked up in post or maybe shot at a higher iso than ideal. Seems like a little noise in the jacket. You should be able to pull a shot into RedCineX and bump the contrast and get a crips image minus any motion blur. You maybe able to fix these shots in RedCineX to a certain extent.
