Reelsmart Motion Blur performs resampling so you want to turn Sony's built-in resampling off when using it. The same is true if you want to use a 3rd party de-interalacer (i.e., you want to turn Sony's de-interlacer off). It's just a case of using one or the other but not both.

I just thought: when I turn rsmb on and also smart resample then it would look more smooth, because they both do kinda the same(?) I guess. What negative effects would result if I turn both on? I turned smart resampling and rsmb on but my eyes can't really see a bad thing. maybe I get worse quality perhaps?

Smart Resample will only come into play if you change the frame rate. If the frame rate of the video matches the frame rate of the project, smart resample will have no affect.

my video is 200fps
my project is 60fps.
that means that smart resampling has a effect. thank you for that, I learned sth new.
my question is still unsolved tho >.<

Here's the problem... Vegas Pro's "Smart" Resample is actually not very smart. It was smart 10 years ago when DV was the only medium and there were only 3 frame rates (29.98, 25.0, & 23.98). Smart Resample isn't smart enough to handle 60p or 200p so this is why you are being instructed to turn it off.

For example: The proper way to convert from 60p to 30p is to simply drop every other frame (i.e., 30 = 60 / 2). Smart Resample isn't "smart" enough to figure this out so it tries to blend 60 frames into 30 frames by merging every 2 frames together to form one frame. This makes a mess of things with lots of ghost images.

What you probably want to do is disable smart resample so that it drops frames instead of blending them and use RSMB to add the motion blur back in. This is what the tutorials are telling you to do.

How are you checking to see the results? You have to render to see the proper results. You will not see the effects of smart resample in the timeline preview. It's a render function that's only applied when you render.
