If your highest resolution is 1280x720 then I would set your project properties to that. As you add the standard definition footage, Vegas Pro will scale it up. Of course you will have black bars on the sides because the aspect is different. You can leave this as is or fix it by opening Pan/Crop, right-clicking on the window and selecting Match Output Aspect and adjusting the 16:9 crop accordingly. Then just render to 1280x720.

Thanks for the reply ...got one last question... after rendering some videos that are 640 × 360 fit the entire screen when playing ( No black bars on the sides ) ...Others have black bars ... why the difference ?

Different aspect ratios. This is the ratio of the width to the height. 1280x720 and 640x360 are 16:9. 640x480 is 4:3.

Both of those formats are SD so I would probably render to SD. If you could crop the 640x480 to 640x360 without loosing important parts of the scene, then I would render as SD Widescreen. Otherwise you have a tough choice because rendering the 640x360 as 4:3 will zoom an already small picture. If you could make it all widescreen I would.
