After editing several large files into numerous cuts, I realize I failed to first normalize the audio as desired. So the question is how to fix this.

My first thought was to normalize each separate cut, but normalization seems to only use the information in that cut, meaning that very soft cuts become very loud.

Next I considered replacing the source with a new source that has been normalized, but that would add another generation of processing to the source.

Are there any other ways?

This is one of the worst features in Vegas Pro and it drove me crazy. I would wait until all of your video edit are finished. Then render just the audio and place the WAV file back on the timeline, mute the original auto tracks and normalize the rendered audio and do any other processing.
