Is the any Vegas Pro plugin for creating letterbox frame without using still image (png)?

No, why would you want to do that? There is no need for it.

Perhaps if you can explain why you think you need this, we can tell you how to achieve the desired effect without it.

BTW, you could use generated media with a mask but that's just like using a PNG file. There should be no need for either of these.

I don't want to have the additional track for still image or genereted media because I want to use the user script "Select All" which select all events on all tracks after cursor.

I've done that just by changing the aspect ratio. I forget what combination of changing the project aspect ratio or the render settings aspect ratio that I did, but it's pretty straight forward.

I've tried to changing the aspect ratio but I couldn't determine the exact track motion parameters and project propeties.

Letterboxing is something you do when you render if needed. It has absolutely nothing to do with editing. You should set your project to the correct aspect ratio that you want to edit in and then letterbox when you render if you need to deliver in a different aspect.

What aspect ratio are you trying to achieve?

I need visible letterbox for cropping while editing.

No you don't. What you need is to set your project to the aspect you want and then crop the video to fit in your project. It's much easier that way and you won't have any problems with FX spilling into the letterbox. Trust me on this one... this is the right way to do it.

What you are probably looking for is in CinemaScope or the anamorphic format of 2.39:1. To achieve this, set your project properties to 1920 x 803. Edit all of your footage cropping to this project aspect. When you render to 1920x1080 your output will be properly letterboxed to 2.39:1 just the way you want it. What's even better is that you can deliver it as 2.39:1 without black bars for people with CinemaScope displays.

This format has unfortunately been referred to as 21:9 to be more like 16:9, but it's really 64:27 (which no one would remember) ;-)

I've tried to set aspect ratio in the project up to 1920x803 and understood that for getting that value I should devide hight into 2,39. Thank you very much for your instructions! :)

Can I set automatically crop for footages when adding them to timeline like the settings for still images?

No, but all you need to do is open Pan/Crop, then right-click and select Match Output Aspect and the video will be cropped to the project. While you are in there you might want to check that you don't crop any heads off so you may need to make adjustments at that point as well.
