Weird pixelation with Sony Vegas

Weird pixelation with Sony Vegas

Okay, so I was recording some stuff with Expression Encoder, right? And then I use the Encoder to render it from some HTML file into a WMV. So whenever I drop the WMVs into Vegas, the contrast of the footage flickers. So I say okay, and upload the footage to YouTube, download it off of YouTube into an MP4 format, and drop it in Vegas and everything'll be alright? Right? Wrong.

So here's what it's supposed to look like:

Also, the footage looks fine in the pan/crop window, but the preview and final product look awful. I'm running out of ideas, so any help would be greatly appreciated.

It looks like an interlace problem. Is there an option in "Encoder to render" to turn off Interlace?
