Win 10-1607 Vegas 14 downgrade to Win 8.1Core N

Win8.1 Core N is a European model of 8.1 with no native Windows Media Player support. I added WMP 12: Windows6.3-KB2835517-x64.msu I added WMP 11: WMP11Setup.exe This made the Render as... template for Windows Media Video V11 (*.wmv), my usual template, finally appear. So I rendered an old video to see the output was still the same...

On the left is the file that resulted, rendered from an old save file created on Win10-1607 but here rendered on Win8.1 Core N then compared to the old .wmv rendering created from the same old save file a month ago created on Win10-1607. The new Win 8.1 file is identical to the old Win10 except it is 10 times the size 123MB to 10.8MB. This size is unacceptable. I need them to be identical in size as well. It does not seem to be caused by render as... settings. What else might create this issue?

Vegas 13 has the exact same problem on 8.1 Core. Normal 8.1 Core no N normal WMP support does the same thing.
But a brand new build of Win 10-1703, not 1607 as before, does NOT do this. It renders an exact duplicate as created 1 month ago on 1607.

This is bad.
This means the Vegas 14 template is correct. The Vegas 14 Project save is correct.
It means that Win10 does something to the render as.... that Win 8.1 does not.
Win 10 renders the file with the same setting and quality for 10x less space as 8.1
It should be rewarding for doing at least one thing better than 8.1

I must know why. I must know how to fix 8.1
All ideas welcome.
