Stutter after render - makes no sense

Using Vegas Pro 13

Original file plays smooth as silk.

For Project Properties, I use "Match MEdia Settings" and select my original file.

To render, I use "Match project settings" to find templates that (I assume) match my project settings.

I've tried AVC and AVI = varying degrees of not-smooth.

I've tried everything set to "best"; two-pass = varying degrees of not-smooth.

Here's my original file:

Format: AVC
Format/Info: Advanced Video Codec
File size: 23.8 GiB
Overall bit rate mode: Variable

Format : AVC
Format/Info : Advanced Video Codec
Format profile: High@L4.1
Format settings, CABAC: Yes
Format settings, ReFrames: 4 frames
Format settings, GOP : M=3, N=15
Bit rate mode : Variable
Maximum bit rate : 40.0 Mb/s
Width : 1 920 pixels
Height : 1 080 pixels
Display aspect ratio : 16:9
Frame rate : 23.976 (24000/1001) FPS
Standard : NTSC
Color space : YUV
Chroma subsampling : 4:2:0
Bit depth : 8 bits
Scan type : Progressive
Color range : Limited
Color primaries : BT.709
Transfer characteristics : BT.709
Matrix coefficients : BT.709

What could be the culprit here? Even an AVI render isn't smooth?

Driving me nuts.

Thanks in advance, for any advice!

What generated the source file?

I ripped a blu-ray to MKV, to edit it.

I demuxed the MKV to separate the video and audio files, but Vegas doesn't like the MP4 that came from it.

I used VLC media player to "convert" to MP4, as for some reason Vegas accepts it.

The MediaInfo above is from the file VLC produced.

I noticed something else.

When I click on the MP4 (from VLC) in Vegas, it reports the properties are 1920x1080x12

When I told it to "Match Project Settings to Media", it sets the project settings to 1920x1080x32

I've researched that a little, and I get it may be nothing, but I don't really understand it and it's one of the few differences I've noticed between the AVCs Vegas renders (all with stutter) and the VLC file (which plays perfectly).

Also, I noticed the VLC file is actually 1920x1088, though Vegas says it's 1920x1080.

I assume that's not causing stutter, but I'm not sure.

Any ideas?

Aaron do either of the two things above play a role, in your experience?

I do not want to comment on ripped DVD material. I use Vegas to create original content.

Aaron I understand and respect that position completely, though my project does not involve a movie.

I've sung barbershop quartet harmony for more than 25 years. In that time, I've amassed a number of show and competition videos of my groups (all amateur), so I'm compiling them into one library of videos - cleaning up the video and audio as best I can, etc., with the intent to give them as gifts to my friends with whom I've sung.

For one particular local contest, a barbershopper shot the event on HD camera, then published a blu-ray of the event for the participants.

To be honest, I've worked around it, however it required another conversion, which drives me nuts.

If you understand my project better, and are willing to share any insight, I'd still be grateful.

If no, again I completely respect your views.
