Can't even figure out Basic 60p editing

I drop my 60p footage on a 60p timeline -
From there I always disable resample and set it to 0.4X playback rate
I then export it as 60p footage -
I then drop that file on a 24p timeline.
Should I just drop my initial footage onto a 24p timeline in the first place?
Does it make a difference of me slowing it down first on a 60p timeline vs on a 24?
I wonder if stabilizing the 60p footage on a 24p timeline messes it up?

I would just drop the 60p media to the 24p timeline. Vegas will work with it just fine. You can then apply 0.4X playback speed, in that case the motion will be slowed down, still Vegas will use all the frames present in the 60p media.
So the slowmo will be smooth, if that's your question ☺
I don't think, stabilization will work any worse on 24p timeline, but I rarely use stabilization, so I'm not so sure at this point. Maybe othersw will have a better idea ☺

I would stabilize 60p on a 60p timeline and then export the stabilized footage. You should get smoother stabilization because it will have more frames to work with. Then drop it into a 24p timeline for editing.

So also I should do the slowing down on a 60p timeline as well vs a 24, because of the extra frames it has to work with?

No, just the opposite is true. If you slow down 60p footage on a 60p timeline, Vegas Pro will try and synthesize new frames to make it run slower because it needs 60 fps and all it has is 60 fps. That's not what you want. You actually want to slow down 60p on a 24p timeline so that Vegas Pro will not create new frames but rather pull more original frames from the 60p footage because it only needs 24 fps and it has 60 fps to work with. So continue to slow down on a 24p timeline.
