Counter elapse with loop

I have been scrolling through post that may help but I am still not familiar with terminologies and some while helped with the counter don't necessarily help me solve my issue.
Also, I am a total n00b and am not very good with expressions and AE but I am trying to learn more.

I am using the expression posted below, I am just trying to figure out how to make the counter start at :00 and count up to :59 and then loop. Currently the expression I have displays the counter as 0-59.

I know that in some expressions there was a +":" added to have the colons but I am not sure how to make the double digit display as well as having it loop.

this is probably way out of my league but I am trying to make a digital minutes time elapse with corresponding analog watch hands.

timeToFrames(t = time + thisComp.displayStartTime, fps = .067 / thisComp.frameDuration, isDuration = false);

This should be close:

f = timeToFrames(time-inPoint)%60;
":" + (f < 10 ? "0" : "") + f
