Why did they leave 48fps out of ITU-R Rec Bt.2020?

Anybody have an explanation?
Shouldn't it be time for home users to see movies with their original frame rate?

Well, the ITU is an organization of TV broadcasters, so their focus is on transmission requirements, and BT.2020 was published in august 2012, and presumably negotiated over a couple of years prior to then.

I don't think many films had been made in 48fps at the time, so it probably just didn't figure in the list of things to decide whether to adopt or not.

Just a guess, though.

I guess your guess is pretty good.
Although those itu engineers have had broader view lately, they are still looking more to the past than future.
R.2020 has quite impressive array of frame rates: 120, 60, 60/1.001, 50, 30, 30/1.001, 25, 24, 24/1.001.
Although there haven't been content with 120fps either, they just left out multiples of 24 & 50. Maybe they are finally after having just one HFR for broadcasting...
