Why VITC must me on line 21?

Hi,
why most broadcast facilities requires VITC on line 21 and example not on 17?

Because that is the technical standard you must follow.

The subject line is the response to your question. There are very specific things assigned to various lines in the NTSC signal. For example, Line 23 is for Closed Captioning.

Line 21 is the line allocated for closed captioning, not 23.

VITC is usually allocated to either lines 14&16 or 16&18.

Really? Not where I come from - VITC is line 21 (PAL)

Right.
Usually 19&21 for PAL VITC.

Misjudged that the original poster wasn't on our "American" system.
It's hard to tell when people don't explain whether they are on an NTSC or a PAL based plant, regardless of their geographic location. He assumed, I assumed. Oops.

Here's another assumption: I hope you're rooting for Cadel Evans this year, but perhaps that's for another forum.

strictly speaking VITC is on both fields so lines 19 & 21 AND lines 332 & 334 (in PAL).
