dumb question,

Is a mpeg 2 program stream interlaced top first or bottom first?

Can be top or bottom field first, depending on your encoder.

If it's 720x480, it's lower-field first. I don't know about PAL mpeg2 files.

IS it the same for 1080i hd footage as well?

1080i is upper-field first. At least it is for acquisition media like HDcam... I suppose it should be for mpeg2 files as well.
