I'm laying off a show to digibeta this week & the mixer asked me what bit rate to use for a Digibeta. I know dbeta is natively 20bit, so if I use a 16bit 48khz file, will anyone be able to tell the difference between a 16bit and 24bit output? I'd read that 24bits get dithered down to 20bit, often with some audio artifacts and errrors.

Well, considering your project is just about in the can, what was the bit rate at which you captured your source audio? Normally for FCP, it's 16bits at 48kHz. Unless you have some super-duper FCP system where your audio is at 24bits, I wouldn't worry about it.
