What kind of card do I need to take in live video, display it in the bottom half of the screen while displaying 3D graphics in the top half of the screen and spit the whole thing back out - all in real time? Sorry if this is a silly question, I'm new to broadcast video.

You need a video switcher, and something along the lines of a chyron.

Or use the downstream keyer function of the Chyron

What do you mean by 3-d graphics, do you mean 2-d character generation with an 'extruded" look to enhance the illusion of depth, or what?

If you need to "squeeze down" a full-screen incoming video feed to fit in a smaller portion of your new image so you can add the character generator to the rest of the area (sometimes called Picture-in-Picture), you WOULD need a switcher (or an add-on device) with digital effects.
