Best format for all mobile devices and Computer?

Hello all... I have a client who is create a fitness series for download. We are recording 1920x1080p. I know that H.264 (mp4) is the best quality with lowest file size, but some of his videos are coming out to over 3 GB in file size in the end. I use Apple Compressor and when looking to get approval from clients for videos I use the SD .m4v file and place it on my site and the file size is really small compared to mp4. But I also need to know what is the best format so no matter who downloads the video they can see it on a computer or mobile device. Would love to hear what you have to say before delivery of these videos.

Basic High School math.
File size equals data rate times duration.

.m4v and .mp4 are containers and have absolutely nothing to do with file size or even quality.

There is no one size fits all but if you want to play on most mobile devices you'd probably want
500kbps or less, Baseline Profile, Level 3.0 640x360 H.264 .mp4
What looks good on a mobile device probably won't look good on a computer.

There is no "best" format for all mobile devices and computer.
Compression is about compromise, subjective quality judgement and understanding some math and information from the device manufactures about compatibility.
