Are there any programs where, if I have a size limit, I can compress something to the maximum limit?

So, I'm wondering if there are any programs which let me determine how large I want my video to be and then to compress accordingly. For example, if I have a 1GB limit on a video size for an upload site, I want a program that let's me compress a video to 1GB so I can have it be as un-compressed as possible.

Does such a thing exist?

The best programs are calculators designed specifically for that.
I like Bit Rate Pro because you can punch in any two sets and it'll solve for the the third.

Main Concept Reference encoder has an option where you enter the file size you want. It is an expensive program but gives the best image/file size when you compare it to everything else.
