Compressing Video for Mobile Web

Does anyone know of an up-to-date source for recommended frame size and data rate for mobile web? I've been using Sorenson Mainconcept 264 with rates between 1200 kbps and 300 kbps and frame sizes between 640x360 down to 480x288 These all play fine on a Samsung Moment and an Iphone. My concern is that the higher data rate resulted in a 10 meg file- it looks good, but download times seem too long.

I think the problem you're seeing may be related to the fact that 3G speeds are all over the place depending on carrier. Some people might be stuck on Edge and others might have so called 4G service soon.

This PC World study is nearly a year old and it's only avg., not media but it'll give some idea of what's going on in USA which may be very different than other parts of the world.

The charts are also interesting.

Smartphone testing

The odd thing is that in my city which is listed I usually get less than half the download speed and double the upload speed.
