Which Software App./Encoder/Platform Should I be using if...

I am encoding a Qtime File out of FCP and I need to make it a 1280x720p wmv10 file with a 7-10MB variable bit rate. Any suggestions on what software app/encoder I should be using.

Any suggestions would be helpful thanks,

For that, you'll want either ProCoder or Carbon. It supports reading QuickTime files, and outputting with WMV9-AP using the WM SDK 9.5. WME won't read your QuickTime source.

If you're using the DVCPRO-HD codec, only the high-end Carbon will work - AFAIK, it's the only DVCPRO-HD decoder on Windows in a compression tool.
