Who should complete the task?

HEY, guys! Need some help of professionals. It is necessary for me to understand the workflow of task solving in the post-production company.
The team consists of such specialists:
- Film editor
- Compositing artist
- Motion designer
- Sound designer

Cases:
1. There is such video in prores, 1920x1080: https://vimeo.com/147352617 There are no more source codes. Task: replace all titles with titles written in the native language. Who should be recruited from the team to complete the task? What should each of them do? What is the biggest difficulty of this task?

2. In this video https://vimeo.com/169748799 at the 7th second there is "infallible" text written in neon. It needs to be replaced with the new text "GLAM SHINE". It should look exactly like the original. Who should be involved in the project? Composer, 3-в designer or motion designer? And why? What is the best way to solve the problem?

I will be very appreciated for any help.

Both examples kinda overlap in areas of expertise. Any decent professional of those areas (all but sound) would have little problem solving them. Perhaps the second one wouldn't be suitable for an editor, but reproducing neon signs with the current available templates is straightforward. The first one may not end up flawless at the text/hand overlap on the 8s mark.

But take my advice with a grain of salt because I've never heard of a 3-B designer ;)
