 | After Effects 2014 UI sluggish

Hello guys.
I was wandering if someone can help me out. In my company, we just purchased Dell Precision 7820. We need a "all-around machine" for 3ds max,/Cinema 4d After Effects, Premiere Pro. The problem is After Effects UI feels sluggish. I have tried with Quadro P5000, GTX 1080 and Vega 64. I am running dual Xeon Silver 4116 with 128 GB or RAM. No matter what i do the system feels the same. This system is on Windows 10 .
Now, i have a dual Xeon E5 2630 v2 with GTX 1070 at the other office and the system is running without the glitch. This machine is running on Windows 7 Ultimate. All the testing was done on AE 2014 CC and AE 2019 on Win 10 machine and AE 2014 CC and AE 2018 CC on win 7 machine.
Can you please give me ideas what might be wrong with Dell machine. Maybe i am doing something wrong?

P.S. I am talking about the UI, not the rendering of material, codecs, or anything like that which by the way, works as expected.
