what does "loopOut (offset)" does?
and what is the difference between loopOut to loopIn property expression?

An "offset" loop accumulates; it loops the segment you specify, but it offsets the beginning of each loop segment from the end of the last one. A picture might be worth a thousand words:

loopIn() works before the first keyframe (and when you're defining a range, counts keyframes forward); loopOut() works after the last keyframe (and when you're defining a range, counts keyframes backward).

Can you show a screenshot or two of what you're trying to do so I can try to explain in the context of your project?

there is 3 keyframes of the red ball one down one up and one down again.
I want to loop it so I placed an expression on the position value:
loopIn(type = "cycle", numKeyframes = 0)

but after the third keyframe the ball doesn't move

If you want to loop that set of keyframes endlessly after the final keyframe, use

loopOut("cycle");
