How to lock a feathered mask so it doesn't move with a scrolling text layer

I highlighted a scrolling text layer and added a rectangular mask.
Then I feathered the mask.
I want the mask to stay fixed (locked in place...to the active camera) so the scrolling text layer moves through it.
I've looked at tutorials and tried everything I can think of, but the mask always moves with the scrolling text layer.
Hope someone can help or direct me to the appropriate tutorial.

Hi Kenn. Probably the simplest way is to pre-compose the text layer and add the mask to the main comp.

You could also try using a track matte instead of a mask:
