There has been a question in my whole professional life that I never saw answered fully.

...And to be honest, I never asked. :')
What would be the BEST (regarding results) way to UPSCALE a very old video?
I'm talking about 240/480p.

It'll never look GOOD, but is there a plugin, tool that ISN'T those "freeware" thingies?
Something I've been overlooking since today, or a well-known (or obscure) method?

I have had pretty good luck using Detail Preserving Upscale effect that comes with AE. It is a little hard to find because it is in the Effects > Distort menu. I have even had some old VHS upscaled to HD come out pretty good.

Somewhat like you stated, it'll never look great. But depending on the source material, I have occasionally been amazed.

Yeah, I'd try AE's built-in Detail-Preserving Upscale first.
If you have some of Red Giant's tools, you might also have "Instant 4K" - it's part of the Shooter Suite. https://www.redgiant.com/products/instant-4k/

Well if you mean the best way vs an AE way, use hardware. Some of the Farrugia (sp?) boxes are spectacular. We have one here that puts out HD from SDI and the difference is indistinguishable (even flipping back and forth between sources)
