 | Magnifying glass + blurred background

Hello,
Nice to finally join.
So I have this problem I'm trying to solve in After Effects or Premiere Pro (if possible but I ran into clunkyness with masks in premiere quite quickly).
I am trying to apply several effects to a video clip at once.
1) Magnify (mask + magnifying glass graphics/rim/handle).
2) Blurred background
So my question is, how would I do this can I attach Blur with an inverse mask and the magnify to the same mask and keyframe/animate them together If so how?
I don't need a step by step but if someone can point me in the right direction that would be very helpful.

Its best if you don't mask anything. Create circle shapes so you'll have position and the ability to link stuff to them. use duplicates and use the circles as alpha matte of a blurried copy of the BG, for example.

Unfortunately my AE version is slightly older compared to the 15.0.1 that's needed to open this sample. In any case description helped a ton already.

That's a pretty well executed sample...you should really give it a try, i'll upload in a previous version, hang on.
