Ok so,

I have a premier project that is set to export at 23.976. I have footage I shot at 59.94. I have twixtor for after effects.

Step 1) I import footage into premiere.

NOW should I first interpret the 60p to 24p, then dynamic link the clip to after effects to apply twixtor?

Or

Should I just drop the 60p into 24 timeline and then dynamic link it without interpreting first?

If you interpret the 60p footage to be 24p, it will be 2.5 times slower than it was originally.
What do you want to accomplish by applying Twixtor? That's unclear.

I would export from After Effects and then use Twixtor. You then would have a completely frame-for-frame accurate file upon which Twixtor can work.

But if your aim is to create a file that is more than ten times slower than the original, you will see degredation in the image.

Stay in AE and render with AME, or do it all in Premiere and render in AME
