Unknown effect

Hi there! My first thread here and just for a curiosity.
I'm keen on editing but I'm not very good yet. When I see an edit online I search by myself a similar effect until I find something I'm looking for.
But this time it's very hard for me to recognize what type of effect is this:

I think it's some kind of path blur or kinda. Have you got an idea on what's this? Obviously I'm not trying to steal the editor's effect, just to increase my "culture" in effects and editing.

That's a simple "zoom blur", which in After Effects you can achieve with CC Radial Blur set to "Fading Zoom".

Yeah I tried to apply that effect, but it's not the same result. In the images you can see the clip is "smearing" and in the first pic there are different angles of apllications. :/ Seems pretty difficult to recreate.

Looks like the Radial blur with a luittle bit of a bulge tied to the same location as the radial blur
