is this an editing effect or a shooting effect?

I'd like to know how to achieve this type of shot:

I first assumed it could be done on after effects but I started to wonder if I needed to do anything special with shooting the subject. Either way, how can I be able to achieve this type of effect in AE?

I can't say if it WAS done in AE, but it CAN be done in AE.

This is from the American television series "Scandal," and it seems to symbolize that the audience is observing a personal, private, secret, scandalous conversation or event. Like something a spy would capture. According to various magazine and web articles, it is a practical effect.

Paraphrasing Camera Operators Society website: "The set-dresser works with the DP to get interesting things to shoot through. Glass with bevels or edges seems to work best, especially for the close-ups, and add some real texture to the shot."

You could probably do a very similar effect using AE. A good start would be this tutorial
