Feathering a layer mask makes a hard edge, not an opaque gradient

I probably worded the subject horribly, but this screenshot explains what I am talking about https://gyazo.com/4995e50993a789fbaa4826c0f62b71b1 why does it not "feather" and instead creates a hard edge.

Hi William. I suspect your problem is that you have a small mask area and a massive feathering of 635 pixels. Try pulling the feathering way, way back and increasing the Mask Expansion to see if that gives you what you need.

https://gyazo.com/0309931bf226b1bb7de1ba2f9ac1d4df It still does it no matter the size of the mask feather.
To add more information, it is one mask on a solid that has the fractal noise effect on it.

might be the effect that's causing that. Try putting the mask on a solid layer above the layer with the effect on it. Then use the solid with the mask as an alpha track matte.
