Is it possible to take a regular iPhone and pixelate it in the way shown and take the colour values from each of the pixel circles that are on that single layer and have those colour values automatically read to or incorporated into a separate layer for each of those dots, around 1000 in this case?

I need to be able to do this ‘on-the-fly’, i.e. with no photo prep and, once the colours have been read, then have each of those dots free to be individually animated on separate layers without the need to reference the original photo.

I’m okay with everything except reading/incorporating the colour values into the individual layers, even if it is possible.

Animate each dot SEPARATELY? In AE? Are you serious?

Here's my counter-proposal:
  • Import the pic and add to a comp that's the same size as the pic
  • Apply the Mosaic Effect
  • Make another comp the same size as the first one, and apply Ball Action to a comp-sized solid
  • Make a third comp the same size as the other two
  • Nest the the other two comps in the new one
  • Use the Ball Action comp as a track matte for the Mosaic comp
  • Tweak Mosaic & Ball action settings so you get your dots.

Now you can use this comp as a layer in another comp. Apply Card Dance to it to simulate 3D motion. As long as everything's in square pixels, it shouldn't be tough to pull off.
