How to remove black borders on youtube video in settings before render

Every video I upload for youtube has black borders around it and youtube no longer allows formatting tags so I need to fix this either in After Effects or Adobe Media Encoder.

Can anyone explain where I would set a 16:9 aspect ratio for my compositions within After Effects?

By using a 16:9 resolution (eg. 1920x1080, 1280x720) your comp would be 16:9. What are your comp settings and what are your export settings? You probably have a mismatch between those.

And stick with standard 16x9 resolutions such as the ones Tero mentioned. Sure, you CAN use some off-the-wall dimensions like 1392x783 --- which is 16x9 -- but you won't have much luck encoding them properly.
