Shape Layer - Offset Plugin?

Good morning everyone,

I am working on a bar chart animation while using shape layers. In this graphic, there's bars and lines to showcase the information. In the background, I have drawn out some horizontal lines using shape layers with the repeater settings to produce the the lines, etc.

At the moment, I am starting to animate the horizontal line using the trim line settings with the shape layer. What I am looking for is to offset the new line but 5 - 10 frames from each other to give a wave effect of the lines being drawn on.

I am aware there's a plugin in After Effects, where it can offset the trim line settings by a few frames as I seen a freelancer using this technique before but I only seen it once and this was a couple of years ago!

Could someone point out the name of plugin? It's driving me crazy of searching for it on the internet, hence asking on here now.
