That stuff doesn't take very long. I would recommend doing your first edit in Premiere Pro. That way you can time things to the music, lay out the images, and do some basic movement (if you wanted to) with real time previews. Then come into AE to do the more complicated parts.
In After Effects you can set up an animation preset with the settings you want on Card Wipe to get yourself most of the way there and then just tweak things for different images.
