Creating Light Streaks (No, Not Like the iPod Nano Commercial)

In another video game-related project I am doing, I would like to get an opinion on the most efficient way to create these types of light streaks from the upcoming Super Smash Brothers game.

I would say Fractal Noise would be my best bet, but I'm not really sure how to jump on that. The streaks also animate to follow a character's moves, such as the streak following Mario's foot and fist or the ring around Luigi's wrist when he throws a fireball.

I'm particularly interested in this one.





I'm interested in the ring around Luigi's wrist.

Thank you, but I've seen that tutorial, and it's to create the iPod Nano types of streak which is exactly what I wasn't looking for haha. I believe I found a solution, though!

To me it is similar in concept, it is about tweaking the settings to get the look you want. I'm happy that you are on the right path. Best of luck.
