make this beautifull FX "RGB" ???

hi im trying to make this type fx ,

0:23 and 0:25 !

im try using "twitch".. but no have the same results..

any person know how make this ??

Looks to me as if the separate RGB channels were copied, then offset in time. I believe that Twitch has the ability to process the RGB channels, so it's just a matter of learning how:
