Creating an Ice (Hockey) Look

I've been asked to create some graphics for a local AHL team and unfortunately I've never dealt with ice-like effects. What I was hoping for was to make something look rough and rugged like there'd been hockey players on it and how to make it look like there were the foul lines on there as well. This may be more PS oriented but I wanted the skate marks to come onto the ice.

I know in particle there's a way to make snow and I've done that. But I'm looking for ice here!!!

Thanks, guys.

(Need free, I don't have Zaxwerks or anything)

Because you mentioned zaxwerks, I'm guessing you are looking to do something with a 3D feel to it. Check out the Blender tutorials on the Cow. Might be a good place to start.
