How do i put a effect in at a certain time of a clip in Adobe

When i put a effect onto my movie clip on adobe after effects
( Example i import a movie file and lets just say add a cc lightray effect.. )

how do i make the cc light ray effect come on at a certain time in the video like maybe go on and off on and off.

I hope this makes sense ,

This is done by animating the various properties in the effect with keyframes. If you are very new to After Effects, I suggest you watch a very good series of Basic After Effects tutorials:

You use keyframes... to control the properties.

Or an adjustment layer and trim its handles to start and stop where you want
