I'm creating a project and I want to put some old timey cue marks on the film to give it some character, but I can't find a tutorial on how to make them in after effects (or premiere). Any ideas?

Here's a short tutorial from VideoCoPilot on creating an old film look---basically it's about choosing the right screen modes. For a cue mark, you would want to create one, make it so it pops up in the old film damage loop and overlay it on to your footage.

i have the 8 mm look on my footage, so how would i go about creating the cue mark?

It's a hole in the film, just make a black circle, maybe with a little dark red stroke and some roughen edges and place it over your footage for few frames.
