rotoscoping pencil test

I pretty much a noob with Flash CS4. I'm wanting to do some rotoscoping in Flash. I did some handdrawn pencil test animation on paper which I scanned and edited in AE. I wanted to take this animation and put it on a Flash stage layer in such a way where I could create a loosely rotoscoped animation over it in a different layer. There are too many frames of pencil test to drop one by one into keyframes.
Is this possible? Is it a misuse of Flash? It seemed like a likely possibility when I started out but after looking through the forum it doesn't look like anyone attempts such a thing.
I'll share the finished animation if I can get some help here.

Okay! I guess I figured it out myself. File>import>import video-embed flv in swf and in timeline, etc.
