QT export not correct length

QT export not correct length

I would like to make a QT export of my timeline in FLASH CS5 so I can use it in ProTools to add sound that will be in sync upon import into Flash. When I export my timeline the resulting QT is longer than the number of frames in the timeline calculates to. My timeline is set to 24 FPS and the resulting QT reports a speed of 23.81 FPS by hitting apple I.

I need a true 24 FPS export that will be the correct length for sound editing in ProTools. Then I need to export the finished track back into my FLASH animation and I want it to line up.

It doesn't.

I did several tests back and forth with 1 frame pops at known points in both timelines and they have never lined up. What am I doing wrong?
