Simple Resizing Flash Question

Ok I know that if you publish an SWF file in the Publish Settings at '100 percent' on height and width that the SWF file will scale to any size in a browser no matter which size big or small the user scaled their browser to.

However how do I force a Flash file to change sizes that is not a full screen 100% flash file - its just a Flash file that fills up some of the screen but not all of it because the rest of the site has HTML elements on it etc.

The link that I am talking about is here - I have this Flash movie published at 1900 x 1200 which is viewable in a 24 inch monitor - however I want it to scale down when the user switches to a smaller monitor and not stay this large size (like it does when you publish to 100%). Please advise how I can force it to scale down when not using 100%.
