Creating an interactive video timeline

Hello, I'm looking for a solution for an interactive video timeline.
The basic idea is this:

I have a video source and now I want to create clickable chapters in this single video file.
All chapters become visible as buttons on the matching position on the playback progressbar.
All these buttons have a mouseover and a clickable.
On click the video playback jumps directly to that chapter.

If I don't click anything, I just watch the video as a whole.

I must admit I am not a flash programmer, but I would like to know if Flash is they way to go.
Also there might be already a tutorial out for this, since this is not the fanciest thing in the world, but rather simple and obvious.

Any help is appreciated!

this is definitely a project for flash !

you want to explore using cue-points in your video. from what i gather from your description you will need to use both navigation cue points and event cuepoints.

you can search 'cue points' here on this forum for some good discussions and tutorials on using cue points.
