Can One Symbol Offset Another? (CS3)

I have asked around with no positive outcome so I'm trying here where the pro's live.


In my experience, Movie Clip Symbols w/ nested animations will not render/export in anything other than a swf Flash file.

What I have is a walk cycle (using moving parts (body, feet, etc).
I copied the once nested animation to the main timeline so that it
would actually render the movements. Only problem now is I cannot offset the position of this walk cycle unless done frame by frame manually.

My Question (finally):

Is there a way, (with ActionScript if no other) to make one object (a void of some sort) to become the "parent" of all the other moving parts? Something that can be used to globally offset their positions without altering any of their local animation?
I think it would be revolutionary among Flash animators if it were to be created.

I feel like this is possible, but maybe there is no script written for it yet. But I'm no programmer. I wish I had time to learn.
