Size of Flash files larger than expected - metadata?

This might be slightly off topic - apologies if it is - but I'm using Episode Pro to create FLV video streams for feature-length film content for a VOD service.

My encodes are CBR for both video and audio, and yet the size of the resulting file is WAY bigger than straight mathematical numbers would suggest.

SO - a FLV (Flash 8, On2VP6), 1072 Video (fixed) CBR 2-pass, 128 Audio (CBR), 90 minutes long, should come to 791.02Mb, looking at straight math. But it's coming out at 1.02Gb.

Looking at the playback through VLC, the bit rate is going over max of 1200, regularly.

So two questions - is Episode Pro adding stuff it shouldn't or it is a case of metadata added to the stream which causs the fluctuation in bit rate and then final file size?

Any pointers gratefully received!
