Flash FLV container Overhead?

Can you answer a questions about "container overhead" as it pertains to flash encoding?

I am providing an Intranet IT person with some FLV files. He's given m a 25 minutes length and a 512K data rate limit with a 640x480 screen size.

I am encoding to FLV using the new Adobe Media encode in CS4. I'm doing CBR at 350 and audio at 64 to stay under 512K. but... The report I get back from him has a "container overhead of 64 to 131K". Is this some setting I'm missing in Adobe Media Encoder or it this a setting he's manipulating on his "server end".

I'm also inserting Key Frame metadata using, FLV MDI <http://www.buraks.com/flvmdi/>

Any help would be appreciated or direct me to another forum. My knowledge or expertise is more on the video production side, Not flash.
