TV safe for flash

So I've created this animation. I successfully exported it to quicktime usinghttp://kb.adobe.com/selfservice/viewContent.do?externalId=kb401520&slice '> this advice (particularly the custom video preference command) and all is well BUT....

the quicktime isn't TV safe--some of my animation elements are stepping on the edge of the screen. Can you think of any good ways to export the animation directly from flash with a little black border around it, to take care of this problem? I could do it in final cut, but i'm losing enough quality as it is, and it would be a real pain to have to re-block the entire animation so it fits.

Some things I tried...
-Increasing document size in Flash (doesn't work... adds black to only the bottom and left sides of the stage)
-Exporting a 440 by 330 quicktime and checking "preserve aspect ratio using letterbox" (Doesn't work, since it doesn't need to preserve the aspect ratio.)

Any clever fix would be appreciated.

Emily
