'BEST' WEB COMPRESSION, .FLV, H.264

I read through a few similar posts but could use some clarification. In my understanding, the best way to post videos for streaming is to compress with FLV codec because it plays in all media players and offers lightweight quality. H.264 offers competitive quality to file size ratio but requires an updated Quick Time player. Is this correct?

I'm running FCP studio 2. What's a good and inexpensive software for converting videos to FLV?

Hey Eric-
At my day job, I encode FLVs all day. I would suggest Sorenson Squeeze. It doesn't connect to Apple Compressor, but you can still batch process. I think its $500.
